Review: 60494 Dump Truck & Front End Loader

LEGO City construction machines are one of the most loved perennial sub-themes of the LEGO City landscape. This year there are three construction sets released under the LEGO City banner.
As the set name suggests, 60494 Dump Truck & Front End Loader contains two construction earthmoving machines. Read on as I have a look at the third-largest LEGO City set released this year.

With two well designed LEGO City construction machines included in this set, it comes with an enormous amount of play features built in

The set was provided for review by LEGO. All opinions expressed are those of the author.
The box
The front of the box shows the front end loader dumping a load of boulders into the dump truck. There is a portable site office sitting on the crest of the hill. There is a city landscape in the distance.
The main image on the rear of the box has the dump truck offloading some boulders onto the building site which are then being collected by the front end loader. The portable site office is visible in the distance.
Two small images highlight some of the features of this set:
- The portable site office can be opened up to reveal the interior details
- The engine compartment of the front end loader can be opened up
Instructions
The instructions come in three booklets.
Book 1 assembles the portable site office and the building site sign.
Book 2 assembles the dump truck while Book 3 assembles the front end loader.
Sticker sheet
There is a medium-sized sticker sheet that comes with this set. These three stickers decorate the interior of the portable site office.
Parts
The 1132 parts are divided into ten bags. The complete inventory can be seen at Rebrickable.
There are ten 49.53 x 20 tyres in this set that are packed into two bags with five tyres in each bag.
Loose in the box is the 7x10x5 bucket in dark stone grey that has been seen in only one other set.
Minifigures
The Elephant Civil Engineering Company employs three minifigures on this building site. One of the workers brings their pug dog to work.
Site office admin worker
There is a female minifigure who works in the portable site office.
The Elephant Civil Engineers have these light royal blue (bright light blue) uniform shirts. There is a white singlet under the shirt and red braces (suspenders) holding up the minifigure's trousers. This shirt torso has been seen in only two other sets.
The office worker is wearing a red hard hat over her dark brown hair. This is a dual-moulded element that has been seen in many sets.
This minifigure is wearing dark stone grey (dark bluish grey) trousers. These trousers have pockets and green knee pads printed on them. This element is quite common. All three minifigures in this set wear the same styled trousers.
This is the only minifigure in this set that has two expressions. She has peach-coloured lips, and has a smirk. She is winking her left eye in the second expression.
The site office worker has a printed smartphone on a 1x2 black tile.
This is quite a common element, but I thought I would include a close up of the details and icons printed on the phone's screen.
Dump truck driver
The dump truck driver has a Fred Finley moustache which takes its name from Fred Finley the news reporter that appeared in The LEGO Ninjago Movie.
The dump truck driver is wearing a red hard hat over his dark brown hair. This dual-moulded element has been seen in only three other sets.
The dump truck driver is wearing a reddish orange safety jacket that has silver and vibrant yellow stripes. He wears medium stone grey (light bluish grey) gloves. This torso has been seen in ten other sets which have predominantly been Elephant Construction-themed sets, and they are all from 2025-26 LEGO City releases.
Front end loader driver
There are three separate designs of the dual-moulded red hard hats contained in this set. The front end loader driver wears a red hard hat with ear muffs. This is a reasonably common element.
He is wearing the same high visibility jacket as the dump truck driver, but in this print he is wearing a dark stone grey (dark bluish grey) bib overalls over the top of his jacket. This printed torso has been seen in nine other sets – all construction sets released in the last two years.
Pug dog
There is a brick yellow (tan) pug dog included in this set. He hangs around the portable site office.
This pug dog has only been seen in 60506 Classic Beach Tram that I reviewed recently.
The build
The build is divided into three distinct modules:
- Book 1 – Bags 1 and 2 – Portable site office
- Book 2 – Bags 3 to 7 – Dump truck, and
- Book 3 – Bags 8 to 10 – Front End Loader
Bag 1
Bag 1 assembles the beginning of the portable site office.
This module hinges open to enable more play features.
The building site has a distinctive sign which is held up on two printed timber posts.
This printed 6x8 white tile is held up by two printed 1x4 timber tiles.
A closer view of the sign shows the Elephant Civil Engineering Company logo framing a stylised site image.
On the lower boarder of the sign can be found contact information and some standard building site health and safety warnings.
So that the dump truck has something to dump or the front end loader has something to load, there are seven small boulders and two large boulders included with this set.
The 4x4 sand yellow (dark tan) rocks have been seen in only three other sets.
The 2x2 sand yellow (dark tan) boulders have been seen in only two other sets.
One of the small boulders and both of the large boulders have transparent bright violet with opalescence (opal trans-purple) crystals hidden inside.
These types of rocks are called geodes and the deep purple coloured crystal is amethyst (silicon dioxide with iron impurities that creates the deep purple colour).
I wonder whether the smaller boulders could be repurposed in a GBC or that they could be useful in a Flintstones diorama.
Bag 2
Bag 2 completes the portable site office. The blue door has only been seen in two other sets.
The portable site office hinges open to reveal the interior detailing.
The 2x3x5 cupboard in medium azur[e] has only been seen in four other sets.
Bag 3
Bag 3 commences the assembly of the dump truck.
Bag 4
Bag 4 completes the assembly of the front section of the articulated dump truck.
Bag 5
Bag 5 commences the rear section of the articulated dump truck.
The two sections are joined together to complete the chassis.
Bag 6
Bag 6 assembles the bed of the dump truck.
Bag 7
Bag 7 completes the dump truck.
Bag 8
There is an innovative mix of LEGO System and LEGO Technic parts used throughout the assembly of the two earth-moving vehicles.
The booms incorporate 1x11 Technic beams with alternating holes in bright light orange which is new for this colour, and Technic L-shaped beams 3x5 in bright light orange that has been seen in only one other set.
The 1x11 Technic beams with alternating holes have been skinned over with tiles and curved elements.
Bag 9
Bag 9 assembles the rear section of the front end loader's chassis. Both of the machines in this set are articulated in the middle.
The two chassis sections have been joined together.
Bag 10
Bag 10 completes the front end loader. Black mini chef's cleavers have been used as wing mirrors on each side of the cab.
The lid to the engine bay includes a brick curved 8x2 no studs in bright light orange that has only been seen in two other sets.
Completed model
In the wider civil engineering industry, these models are not called dump trucks. Articulated haulers is the more common term used. Front end loaders are similarly renamed with the more common term wheeled loaders.

Electrically powered earthmoving machinery
As these LEGO heavy earth-moving machines have been constructed as if they are electrically powered, I have looked into whether this is an option in the real world.
Volvo produces two models of electric articulated haulers. Their A30 and A40 articulated haulers are the world's first haulers of this size class to enter serial production.
- The A30 hauler has a payload capacity of 32 short tons (29 tonnes)
- The A40 hauler has a payload capacity of 43 short tons (39 tonnes)
A short ton (also known as a US ton) is a weight equal to 2,000 pounds (907.2 kg).
This two-minute video shows the Volvo production line for this type of electric hauler.
This short clip shows a Volvo A30 Electric Hauler operating out in the field.
Volvo produces the L120 Electric C2 Wheel Loader which has a lifting capacity of 6 tonnes (13,200 pounds). It has an operating weight of 19.7 to 21 tonnes (43,400 to 46,300 lbs).

Site office
Building sites will often have a portable office brought onto the site. The space is used for a range of purposes: administration, kitchenette, changing room and bathroom facilities.
60494 Dump Truck & Front End Loader has such a building. One of the minifigures is cracking open the boulders to see whether they have amethyst geodes inside.
As described earlier, the portable site office hinges open to reveal the interior. On one side there is a rack to hold some hand tools. There is also a first aid cabinet available should a minor accident occur.
On the other side of the office is a small desk that is a place where workers can eat their lunch or sit to catch up on admin.
Next to the admin office is a small toilet cubical.
There is a pizza on the table in the kitchenette. This printed pizza element has only been seen in one other set. There is a drink bottle, yellow cup and newspaper on the desk.
The pug dog has a feeding plate under the desk. There are enough spare parts in this set for the pug to have two such plates filled each with a dog biscuit.
There is a menu pinned to the entrance door. Behind the menu is a small poster that matches the logo found on the LEGO City 60404 Burger Truck – which, like this set, is also a set created by Senior LEGO Designer Robert Heim.
Robert Heim credits the LEGO graphic designer Cristina Benescu with the awesome graphics of the Burger Truck. Perhaps she is the designer behind all the fabulous details on these stickers found inside the portable site office.
Behind the desk is a pinboard with various notices attached. Taking up most of the space is a calendar dedicated to pug dogs. There is one date highlighted which, if this is a 2026 calendar, is either 16 September or 16 December. I am not sure what the significance of this date is.
Overlaying the calendar are two notices and a yellow Post-it note. The first notice is regarding something from Elephant Civil Engineering company and the notice underneath has been signed off by the same manager.
The Post-It note has obviously been placed on the notice board by the pug-loving employee.
Cristina Benescu's recent work has included the design inspiration behind Collectable Minifigure Series 29 and the four fabulous minifigures in 31387 Iconic Pirate Ship so it is very likely that she has designed the three minifigures in this set as well.
The much-loved pug obviously does its business under the worksite sign!
The earth-moving machinery
There is a clever arrangement of linkages and chains that cause the tailgate to pivot open as the bed is raised.
Earthwork in most modern building sites has become a very precise activity, so it is appropriate that the front end loader has a computer keypad in the cab. Operating these complex pieces of machinery is a highly skilled task.
It is possible to inspect the engine bays of both machines. Both vehicles have two brick-built batteries in each engine bay as these models represent modern electrically powered machines.
The positive and negative battery terminals can be seen where this medium azure[e] 1x2 tile is located. This element has been seen in only five other sets.
The front end loader can easily fill the dump truck with boulders. The dump truck can dump the boulders for the front end loader to collect in a never-ending cycle.
Compatibility with the LEGO train network
For a portable site office to be . . . well . . . portable, it must be easily transportable. 60494 Dump Truck & Front End Loader's portable site office is compatible with the flatcar wagon found on 60509 Harbour Freight Train or 60336 Freight Train.
Overall opinion
I have really enjoyed building and reviewing this set. It is impressive that the set includes two well-designed and complimentary construction machines that work so well together. They are solidly built and accurately assembled.
There are so many play features that come naturally to a set like this.
I like the fact that the portable site office is compatible with the LEGO City freight train flat cars and I can see this unit being transported around as part of my LEGO freight trains.
Apart from the stickers that decorate the interior of the portable site office, this set uses printed parts elsewhere.
Senior LEGO Designer Robert Heim has created a range of attractive and accurate LEGO City construction sets over the last few years and I really can't find any faults with this set.
Price comparison
60494 Dump Truck & Front End Loader contains 1132 parts and retails for £99.99, $129.99, €119.99. This translates into 8.8p, 11.5c, 10.6c per piece. In my opinion, this is reasonable value for money, but it is probably $10.00 overpriced for customers from the USA.
To compare 60494 Dump Truck & Front End Loader with the other two LEGO City construction sets released this year, you can purchase 60478 Cement Mixer and 60480 Backhoe Loader for a combined price of £59.98, $69.98, €69.98. These two sets combined have a total parts list of 678 pieces. That translates to 8.9p, 10.4c, 10.4c per piece.
An 1132 part set priced at those rates would retail at £101.04, $117.88, €117.88, which validates my claim that 60494 Dump Truck & Front End Loader is possibly $10.00 overpriced for customers from the USA.

Great review! I'm not a big City collector, but this continues the trend of absolutely gorgeous construction vehicles in the last few years.
I like to imagine the pug was a stray the work crew found at a site and adopted as a sort of pet/mascot. The pug calendar in the office definitely suggests they're beloved!

The small boulders certainly could be repurposed for GBC…if your intent was either static decoration or to jam up the works even worse than using Zamor spheres. Not only would the oblong shape make them tend not to roll at all, but laid sideways they would be more than two studs wide. GBC balls must fit through a 2x2 square to work.

That dog calendar sticker is wonderful and no one should complain about it!
I really like these construction sets, and appreciate that you showed how it works with the train. I have 60052: Cargo Train, and the cars look much shorter now. May need to pick up another cargo train.
The trucks look great and accessories (sign) are a nice touch. Will likely pick this up, but going to wait for a sale since I have a lot of construction vehicles already.
Great review great set! I will continue to stir that 2/3 city construction sets this year have toilets and that still feels overused to me, I'd rather see other construction amenities or stations instead and I think that diversity would be better for the sets.

The construction sets continue to set the bar for City and 60494 is the best of the bunch this year. I love the review and love the set but don’t love the price. I’ll wait for a hopeful Amazon/Target 20% discount .
Spectacular set! I like the comparison to real-world machines as well. Hoping that we get a Volvo A30/A40 electric hauler in Technic in the near future; it'd go great with 42209.
I love when they design sets with modularity and compatibility in mind. Similarly, I think Town sets in the 90s used the same design for freight crates and containers over several years. Meaning you could have the same container shipped by truck, boat or train.
Also, the art on this set (both stickers and new printed parts) is great. I'd love to get that billboard for my own modular city.
I usually collect utility vehicles, but these are a little too sleek for my tastes.
I really enjoyed building this a few weeks ago too. It has just the right amount of Technic for an idiot like me who tends to get frustrated by a lot of it. I'm really enjoying all the construction sets in the last few years and they look great together. I just need to build some kind of scene to put them all in.
So glad I bought this set, two of the most fun and rugged Lego vehicles ever. Not embarrassed to say they're even more fun to play with than they were to build! Lego City's in a new golden age (if only the prices weren't so high)
The stickers are amazing. I don't use stickers but I think many people will buy those stickers. I think it is good side of this.

I just think it's a it weird that they placed those two doors one behind the other. Because a) the WC door can't open anyway unless the whole shack is hinged open, and b) the blue door on the right would have provided a view of and access to the lunch area from the outside. Makes much more sense IMHO.
Wish I had grown up with this era of City sets. This is very impressive and it's so cool to see a more realistic construction environment while keeping all the great play features. Great review as usual!

I saw the photo of the trailer on the rail car, and immediately purchased the set.
Are there any other sets with containers that will fit on those rail cars? Looks like the containers from 60422 Harbor from a couple years ago might fit too!

My first thought too. I do think both vehicles are mostly great, only real criticism I can think of is the color puke at the rear of the dump truck. As for the office....I can't help but feel that despite its substantial size it offers very little space inside. Still does look nice.
But does this feel like a €120 set to me? Not really.
Reminds me of my childhood favorite 780.
If the price was $99, I'd get it right away, but as it is I will wait for a discount.
Lovely set. Only critique I have is the arms holding the loaderbucket are too straight. It should have had a bit of a curve, but I guess that might be a difficult shape to achieve.

Nah, that obviously was the summerized version of the greatest hit of The Radios. Kinda disappointed you didn't get that one....
Though have to admit that first guess wasn't bad either. Never expected to see someone mention Mucky Pop here.
This is a cool set which ill pick up once it goes on discount. the dump truck looks awesome though for some reason the bucket feels small. I dont really care for the loader, and 4950 looks better in the loader department. The shipping container building looks like itll work for a outpost too.
I like the small ore pieces, if they were brown they coudl be used for rock raiders and power miners mocs. I hope they make these easier to get more of in future sets. They are better scale for the small transport trucks and buildigns from 4990 . Maybe i'll try to remake the dump truck in rock raiders colors. But it should look nice with the bucket full of energy crystals and beign surrounded by small transport trucks
One thing i dont like though is how they pushing electric powered construction vehicles which is a joke as at least Rock Raiders had the excuse of Energy crystal Brickonium
I built this set a few weeks ago and it is indeed excellent. My only criticism is that the dump truck lacks any kind of switch or knob to tip the container. I would want such a feature to be discrete, but I think it would be nice for play.

A function like that could be nice, but I wouldn't be surprised if testing with kids would find that most of them defaulted to tipping it manually rather than looking for a subtle switch or lever. Sometimes the most basic sort of play pattern ends up being the most natural.

On an unrelated note, I'm just wondering if we can please get some consistency with the hyperlinks for when various unique parts are mentioned. I really love how you can hover over a link and get the little preview window if it's linked to the Brickset page for that part (for example where the black mini chef's cleavers are mentioned).
But if we have to go through the process of opening a Rebrickable page just to see what is being talked about, then it's a little bit more time consuming and annoying. Also the hyperlink for the pizza element doesn't go anywhere at all.

I have fixed the pizza hyperlink. I prefer to hyperlink to Brickset pages. The set inventories and "sets that parts appear in" data at Rebrickable is usually more accurate or up to date though.

I never realized how devastating this series would be. Now I'm going to have to get two copies of every set!
So the Elephant is a construction company, but the rocks they use are mineable, since they contain precious mineral. The same mineral that is used by recent City Space sets, where human astronauts search for this crystals to make batteries of them. Interstingly, the Earth vehicles from this review use electric power, but the batteries are of different kind than those used in space. So, is the City Space subtheme in the future where they found out how to use those crystals? The plot thickens...

Chronologically, it would appear they made a huge deal about going to space to mine these rare and precious crystals, only for someone to point out they’re pretty easy to locate just by cracking some rocks open in their backyard. Hope those astronauts have a way to get home that doesn’t depend on a future resupply mission. We haven’t seen a set for that, or their welcome home ceremony.
Always a fan of the FlagsNZ reviews! Both my parents and my sister are civil engineers so they would be huge fans of this set! I appreciate the comparisons to real-world electric construction equipment too!

Good to see listed as a “plus” the fact that these two machines were “complimentary”, but the rest of us might not be lucky enough to receive the set for free from Lego!
You could also have mentioned that the two vehicles seem pretty complementary.
A bit too big to fit in my city but they are cool! I prefer the scale of the 60478 Cement Mixer and the 60480 Backhoe Loader. The set 60420 Construction Excavator was acceptable for the scale but with awesome features while was way too big.
Important note: every decoration should be printed nowadays!!!

$200 is the RRP. Prices on this site are almost universally listed in the various currencies as RRPs, so that's why I used that figure.
I agree that it would be folly to buy this for the full price.
