Conor, proprietor of Minifigure Maddness tells me that the pre-orders of 71028 Harry Potter Series 2 new/unopened box sold out in just a few days but that he's managed to secure more.

It's not exactly €174.99 though. Once you add on the shipping, add the 3.2% or 3.8% fee, and then take off the coupon code, it's €184.11. Which in pounds using PayPal is £171 or probably more if using a card as you're not paying in your currency. Granted it's the best deal right now but the post does throw you off with the wrong price.

I truly hope that with the Covid-19 pandemic Lego retools their blind bag strategy to eliminate the need to feel every bag. Just make the bag a clear polybag or have a window in the foil bag. Lego talks about energy independence and such, it's time to address this.

We’ve known for a few months that Covid doesn’t really travel on surfaces. Just don’t stick your finger into your eye after you touch the package

Really? If it doesn't "travel" on surfaces, whatever that means, why can't you stick your finger in your eye?
Simple matter of fact is that if someone infected touches something before you do, you're putting yourself at risk by touching it.

Anyway, on topic, the Brickset voucher is an additional €5 off their current price, and that's worth having, irrespective of card fees and P&P.

Just to be clear, we know that Covid can’t travel on surfaces but can be present on them for up to several hours, depending on the material. If person A feels a blindbag and puts it back and person B then picks up the same blindbag 10 minutes later, there is a chance that person B could have Covid on their fingers if person A had Covid on their fingers or coughed on the packet. If person B then touches their eyes, nose or mouth, they could potentially transport the virus from their fingers into their mouth/nose/eyes. All of these lead to the inner body where the virus can spread through the blood and affect various areas.
Overall, there isn’t much chance to catch the virus off a blindbag if you wear a mask, therefore shielding your mouth and nose. I don’t think it’s too much of a problem if you keep your wits about you and sanitise effectively, rendering the virus almost harmless.

I think blindbags have been a popular idea and adopted by many toy companies and collections. I don’t think that LEGO is going to abandon a a good source of income and some of the blindbag market for the small chance that you could catch the virus if you’re not being sensible. My only concern are really young children who don’t have to wear masks and don’t understand the whole reasons behind the lockdown. But even that can be neutralised by observant and responsible guardians.

Those who want to complete the set with minimum risk (because I understand that people can be stupid) can buy the box in this article and sell the rest on LEGO sites like BrickLink or buy them on LEGO sites.

Being able to buy something like two full sets together, would allow Lego to sell more that just one set at once, so they sell extras, but also allow folks some option beyond bag feeling...and at a price point less than a full box.

The issue is not even necessarily touching the bags. The issue is spending an hour indoors at a Lego store feeling up bags, while in potentially close proximity to others That may or may not be wearing masks. There are potential distancing, mask, time exposure issues dependent upon region.
