It's used for shifting gears, like PurpleDave says. I've first encountered it in 8880 Super Car. An example illustration/animation of it can be found here (section Transmission): http://www.technicopedia.com/8880.html

@Galactus I believe you’re referring to part 6539 which appeared in 8880 Super Car. It’s similar but smaller than 18947, which first appeared in 2015.

I’m struggling with ‘Part of the day’ now I can’t link to the sets I have with the parts. I was really enjoying it.
I should have commented when asked the other week but didn’t because apparently people have issue with it.
But it’s kinda finished the article for me as I’m not as geeky on parts (yet anyway).
More of a sets person.
Damn!!
