Huh. I thought this type of brick would be the sort was always used to attach the wheels to very narrow vehicles. While it does look to have been used that way in other sets, it turns out that, of the five sets I've had (the older version of) this part in, not a single one used it in conjunction with wheels.
Shows what I know, I guess!
Guess that means that, to me, this part is always to be identified as 'the base of that random crane thing in 7103 Jedi Duel', since that seems to be the first place I encountered it.
I look at a reddish brown bearing element and I think "snap" is a pretty good prediction.
