I wonder why it's never been used with two of them to create a 9x9 cross. I guess because it was introduced in 2001, around when Technic transitioned to being studless beams only for some silly reason.

Many of those studded technic are still widely used, but outside the Technic theme for structural purposes.
This part in vehicles like 70351: Clay's Falcon Fighter Blaster and 70354: Axl's Rumble Maker which are basicly Technic frames with system plate coverings and moving functions, which makes corners like these useful.
Without this piece (in yellow) 7905 Tower Crane would not exist. I am grateful for that.
