Sure, it's a POOP, but it lets them avoid STAMPs.

Somebody needs to use these for Pink Floyd / Roger Waters 'Wall" stage setup MOC. They actually build a wall (using similar looking "bricks") between the audience and the band during concerts.

But the panel version already existed. So it only really matters if you want both sides flush.

Don't remember what the acronym stands for initials wise, but it's a derogatory term referring to pars being made that could be made from other parts. Such as three 1x4 bricks making the same size as this part.

I hear what you’re saying but all I envision is Stonehenge from Spinal Tap.

I suspect the reason this exists is that panels used to place stickers inside buildings leave awkward pockets on the exterior surface.
This part exists and can be attached to other parts in conventional ways.
These first appeared as various faces of Queen Watevra Wa'Nabi in 70825 (which, remember, I reviewed on Brickset and remains my favorite set of 2019), a few months before appearing in Toy Story 4 sets. I know because I was the one who added the Queen's faces to BrickLink. There wasn't a part that was purely numbered 49311 yet.

A piece designed for junior sets but then found to be quite useful as a quick filler in 40487 and various ice castles.
Most numerous use has been for DOTS.
41938 : Creative Designer Box has 12 of those.
And comparitively, a smaller set like 41936 : Pencil Holder has 8.
