That's a hanger? I thought it was a barricade or railing.

Your definition makes more sense given the category is "fences and ladders." The first thing that comes to mind for me is landing gear, as a lot of the old school helicopters used them as such.
^ Also good for long-handled tool racks.
I feel old. I remember when these parts started appearing in sets.
There’s two versions of this part. On one, the holes on the upper section are hollow all the way through. On the other, they’re solid at the bottom. On Bricklink, the part numbers are 6140 and 4873, not sure 1764. The range of years listed for these parts are 1986-2022 and 1985-2009. It appears this is not either of them.
The old ones were definitely the best. I’m not aware of too many pieces going through design changes that change their function, but since they filled in the holes on this piece and changed the bar spacing on the ‘clip’ piece it’s not possible to build original Space Police prison pods with modern equivalents.
Great piece that showed lego's creativity.
Got my first in either 6042 or a chopper.
Somewhere there's a 4X4 missing its roll-bar...or would that be a light-rack...
Has anyone else noticed how several of this year’s new parts have reverted to 4-digit part numbers instead of the usual 5?
I will forever associate these parts with 6656 Tow Truck which I think was the first set I ever had with them.
The OG weapons rack
I remember these from the roadwork barriers in Town sets in the late 90's.

Yeah, when they filled those holes this part lost half of its appeal to me, it just limits its usage so much. But I never realized lego also changed the bar spacing as you put it. I suppose it all has to do with fragility of such piece but tbh I never had this piece broken.

So recognizable! I remember when during the 80s more and more "special" parts were introduced which I considered "the new, modern Lego".....and still do even when many of those part have already long disappeared...

Never had one broken here either, but I do remember those losing their clutch power rather easily.
The old version had holes all the way through, which allows this helicopter to have searchlights :
6354: Pursuit Squad
Tool racks are still possible, but the parts do stick out , Example : 76175: Attack on the Spider Lair
You know, I tend to think of this piece primarily as a tool rack, based on its use in 4930 which was one of my first encounters with the part.
Interestingly enough, it looks like my first actual encounter with the part was earlier, in 2849; but somehow I still always think of it as a tool rack rather than as helicopter 'legs'. Though to be fair, that was also one of my very first Lego sets before I really knew anything about what was 'normal' for Lego or not; by Rock Raiders, though, I was an active fan so it's not really a surprise that it had a greater impression on me there.
