Looks like a sprue I'd throw away!
What's weird is that this has the same name as part no. 73828, despite the two parts looking nothing alike.

That's really weird its just in that one set, next time Poison Ivy shows up in a set she'll for sure have a couple of these.
Also these could be cool in silver for some barbed wire details or it could be used in brown for some spikes on wooden structures like a Ewok trap

Are those thorns or leaves on the side of it? Looks like it’s been used for a bad guy so I’m guessing thorns

I think TheOtherMike is referring to part 68211 which has the same name.
These appear to be quite bendy in 71381, so I'm sure we will see again in future jungle settings, e.g. arcade screenshot of Donky Kong Jr.

This was designed specifically for a Mario set, so I’d guess leaves that are stylized based on their in-game appearance.
