Alright fast lore. During the 2011 series of HERO Factory sets, Ordeal of Fire, the HERO Factory began a process of improving its Heroes. This "Upgrade" (or 2.0 Heroes) made the Heroes slightly larger, more flexible, and gave them more easily modified exoskeletons (and also endoskeletons?) to quickly adapt them for missions.
For the Ordeal of Fire these 2.0 Heroes were given various weapons capable of shooting ice to cool the flames. This part was the gun-barrel portion of some of those weapons.
Looks more like a weapon frame. But I’ll let it slide.

Not in the original pilot :P There it is told in the present, which takes place in the future. I mean, it will be taking place in the future...
