I really don't know what this is, but it sure isn't a plate. You'd be hard pressed to fit much food on it! ;-)

Looks like it has a 2x2 base, so you could probably fit a minifig baguette across opposite petals.

I dunno, seems if you get a plate on each ‘petal’ that’d be a whole tray’s worth of food right there
