Little surprised that it's green, that's more colorful than Lego gears usually are.
@TheOtherMike:
It’s not a normal gear (round hole so it spins freely on an axle), so this might be intended to make it stand out during initial assembly. They did release 12-tooth double-bevel gears in regular green, but they were exclusive to a LEGO Educational set. I needed a dozen to convert my Bionicle Ninja Turtles, and I ended up having to order them from Spain because they were so rare on Bricklink at the time.
Wu: Lloyd, yours is the most important Element of all.
Lloyd: Okay! Hit me with it.
Wu: Your elemental power is... Green.
Lloyd: What's that?
Wu: Green.
Lloyd: OK, so, just to recap. Fire. Ice. Water. Earth. Lightning. And...
Wu: Green.
Lloyd: ...don't think it's an element.
Great for gearboxes!

I think you might be thinking of Lord Percy... "That, if, indeed, it has a name... is Green"
Very strange they developed that piece: 35185 should do the trick as a replacement all the time since it is an 'angled gear' version of this.
@HOBBES:
That…is weird. Released in 2018, too, while this is new this year. Both 20-tooth. Maybe there’s a slight geometrical difference in the teeth, or they’re made of different materials? Maybe the beveled wings rub against something else?
It’s not easy being green.
@MeisterDad: Because green's the color of the leaves...
(Well, except where I'm at: they're starting to turn red, yellow, orange...HEY, that's in the song too:))
@brick_r:
We’ve got a few that have turned orange down here north of Canada, too.
@PurpleDave: Ummm...I thought you were "South"...but if ya moved/got moved ('witness relocation'?:))

This part is solely used in 42145. The part appears at step 319. There is plenty of space for the bevelled gear. That being said, it seems that those bevelled gears are made of a softer material - I guess this would have to be confirmed by Lego officials.
I'm all for new parts (especially for Technic) but this is not extremely useful as there is an easy substitute. At least, it has the characteristic of being green - coloured gears were common at the time of the Bionicles/Slizers/Throwbots.
@brick_r:
Pull up a map of Detroit. Scroll south.
Scotty: What is it?
Data: It is... Hm... It is... It is green!
@PurpleDave: Ok, "technically" you are correct as the Can/Am border 'dips' at that point below your latitude...but you are still below (IE: South) of the majority of 'the Great White North'...so, we're both right...:)
Also, looking at 'it': It's a good thing a certain...'person' didn't try to build a wall on the North border, it would've been even more insane than what happened (and besides: Sout Park did such a great job of 'the joke')...carry on:)

Exactly, this gear has less friction than beveled version.
I mean if it didn’t have a hole in it then it would just be a hubcap, surely
@AustinPowers:
I wouldn’t try drinking this…
