These were everywhere in the 1990s
I always think of this as both old school and specifically a Freestyle brick--and it ought to come in blue or maybe red.

interestingly, this part was used in only one set: in two different colours in 10241.

That is actually quite interesting. I think we all have memories of it from a very similar piece, 4202 which came in a multitude of colours.

We had it tough. We used to have to get up out of the shoebox in the middle of the night, and lick road clean with tongues! We had to eat half a handful of freezing-cold gravel, worked twenty-four hours a day at that mill for fourpence every six years, and when we got home... our dad would slice us in two with a bread knife.
So, the actual weird thing is this exists, and a 4x4 magnet brick exists, but a 4x4 System brick does not.

I can still remember the very first time I heard that skit. I was rolling. And after that line when Eric Idle was like, “Right…” you just KNEW what was coming was going to give you a cramp from laughing so hard.
Surprisingly popular for a piece that’s only appeared once, though to be fair most of those ownerships are the 3000 or so people having that one set owning it 12 times over
Back in my day we had to cut up 12*24 plate-bricks!
Interestingly, there is a Bionicle set, that uses this.
I still buy this brick in green when I can. It's great for landscaping.
