Why do they only sell them in lots of TWO boxes??

I assume because that’s how LEGO packages them. Selling one box at a time would require some additional packing materials.

With respect to the Series 24 CMFs, including shipping and VAT and the discount code, saves me just a bit over 30% than if I were to buy the same at my usual LEGO store, including sales tax. And since I can’t buy the same at my usual LEGO store, profit! Never felt compelled to buy a whole box of these things AND had the scratch to do it. And now… the wait. Strong US dollar has come in handy here, nice!
