I’m indifferent to this part.
I thought that was a RoboRider wheel or something similar at first.
So it has only appeared in one set: 42143, and only once in that whole set. To find where it was, I looked in the instructions there, where the first 35 pages of the first manual were just the front cover, and then talking about the model, which I think is overkill, but whatever.
It's used in the steering mechanism, and is sort of used like a bigger version of 6589 (https://brickset.com/parts/design-6589), if you're familiar with that. It's basically the center thing that turns the gears that turn the axles that turn the wheels.

Where’s the F. Int part?
There are 3 slots in this part which allow for a connection to part ( https://brickset.com/parts/design-65414 ). So, this can become a differential. Appears on step 124 (page 113) of the Ferrari 42143 (as a differential).
