Sounds...dirty. In which case, the age restriction makes perfect sense!
A very short handrail that would be annoying if it was meant to be used over a long stretch.
Constantly having to take your hand off and putting it back on because of the dips.

This sort of thing is commonly used in some urban centers as a way to discourage skateboarding, primarily by rendering rail grinds impossible.

That or putting little bumps on it.
I've seen that here, but the gaps are only a small portion of the rail. This one has 1/3 of the length being at a lower height. Almost not worth it.

True they could have fixed the "aesthetic choise of the architect" but they decided to get estimates first.

Possibly I've seen too much, Hand Rail 18, I know too much.
This part actually does make a good ladder - see 8459.
Definitely needed in 60052 when walking along side the diesel engine during all those high speed movie chases and to stop cargo falling off the ends of the wagons (but ok to fall off the side).

It was Galen Erso's contingency plan if the thermal port didn't work; have so many workplace injuries or deaths the Empire eventually becomes understaffed or bankrupt from insurance and compensation payouts

Not much of a handrail: minifigures can’t grasp it. Now if the rail was composed of bars, that would be great. Still, this is a great part.
If it's a rail for hands, does this mean there if we put two of these side-by-side, it automatically becomes a railroad for hands?
...I don't think this is a very handy idea though.
