This is the 2012-2017 variant, most recent set I got any variant of this piece (28260, to be precise) is set 30634 friendship flowers

Bricklink shows a photo of the underside of the 11833 and 28620 variants. It looks like they had problems with the old version cracking from the center, as the new version adds short reinforcement walls linking the full tubes with the half-tubes. The old version looks like they just cut away the irrelevant parts of a 4x4 plate and added a notched wall around the outside edge only.
