But, I do like the part; and reminds my of the ooooold turntables, before the 2x2 two-parts...not that I hate them either...
The turntable version 3404bc01 from 1963 in 001 was one of the most useful parts before the 2x2 square plate turntable came along. I found part 6222 'Round 4 x 4 with 4 Side Pin Holes and Center Axle Hole' far more useful for rotating attached circular plates until the splat gear 35443 came along.

Although I'm pretty sure the only things this piece has been used as a wheel on are things that predate buses. And "The wheels on the catapult" doesn't fit the scansion. (My dad was a bus driver before he retired, and one of his coworkers absolutely hated that song.)

Recently took apart 40424: Winter Snowball Fight so it did have this piece at the base of the snowman.
@ra226: As someone who owns every minifigure-scale Y-Wing (not counting rereleases of the original), I'm surprised I didn't think of that until you pointed it out.
