Today's random minifigure is cty0972 Fire - Reflective Stripes, Black Suit, White Helmet, Silver Sunglasses, a Town figure that came in one set, 60216 Downtown Fire Brigade, released during 2019.
Our members collectively own a total of 2,568 of them. If you'd like to buy one you should find it for sale at BrickLink, where new ones sell for around $1.80.

He's not just cool, he's wearing-shades-under-a-helmet-with-visor cool!

Neon green? Not transparent, but check.

Looks like a Blacktron prepper to me.
This looks like a minifig that reacts nicely to blacklight.
Though Fire sets have been made for the last 50 years or so and is an evergreen line, I have yet to see one with arm printing to celebrate the fact. All they got were new uniforms, updated helmets with breathing gear and a fancier axe. While I understand that’s more important to put out fires, having more variety to show rank or division would be cool.
@MeisterDad: Or, y'know, to increase visibility in smoky conditions. These are firemen, after all, not Clone Troopers.

Perhaps you don't count this, but the firewoman CMF had arm printing.

I was gonna say that this was one of my favourite fireman torsos due in part to that torch, but now...it's even better!
