Not a personal favourite
This was one of the first Lego Town sets my parents purchased for me. I don't have the original box as we used to throw away the boxes for those first few sets they bought me!
Though the minifig was cool to play with, the fact that the minifig had to ride on the car bonnet was a major detraction. I could never work out why TLG would release a set where the minifig could not sit in the vehicle when in the same year they released set 623 (medic's car) where the minifig could.8 out of 11 people thought this review was helpful.
Getting there (not quite there yet)
One of the first two sets with Minifigures my sister and I owned (it was actually my sister's, but we played with it together) and while Minifigures were still a novelty at the time, the playability of many early pieces was limited.
As you can clearly see from the official images, the minifigure is unable to actually sit in the vehicle, the best they can do is to sit on the car bonnet. Not quite the usual image one would expect from law enforcement. The other drawback to contemporary eyes is the use of stickers - a good idea in theory, but they rarely stay in place neatly.
On the plus side, we were impressed at the time by the clear blue siren cylindrical block. And with a bit of creativity (and maybe a few additional bricks) it was possible to make a slightly longer vehicle which did give the minifigure a place to sit and 'drive' the car.
Overall though, it's clear that this is a stepping stone to greater things as the worlds of Minifigures developed. But at the time, there was still some way to go.
