I have this guy from 3180. Quite a nice set, Easily the best Lego petrol tanker made. But the minifigure is nothing special.
You know, it's funny to imagine that the "OIL" badge isn't related to his job but is just a nametag. It's him. It's Oil.

Name's Blue Oil. Distant cousin of Olive (spelling changes were common when immigrating through Ellis Island).

Or whoever made his name tag accidentally misspelled his name. It's Oli!
I’m glad that LEGO has started putting additional hairpieces in sets where figures wear helmets or headgear. In cases like this, he’s either perma-hat guy or bald.
@MeisterDad: While that is nice, it does mean that you have to keep track of which hair pieces go with which sets if you have multiple sets built at the same time. Although 60341 does make that easy, as the driver's helmet and hair piece both have blue ponytails.
@Lyichir: Maybe it's a typo, and his name's actually 'Ollie':)
Also: "Hi, I work for Octan; and we here at Octan are truly sorry over the...misunderstanding of "Taco Tuesday"...President Business is taking...."Time Off" to reassess his and the companies 'corporate strategy'..."
Can't even think of T.L.M. without:

full-contact, of course.
Huh, thought we’d just had an Octan guy but in actuality that was like two weeks ago. Maybe I was thinking of the Cargo guy but even that was about five days ago
This torso was worn by one of my very, very first minifigures, the pilot from 2849. I'm always amazed that it was still in use, with only very minor changes, into the 2010s... I don't feel like many other torso prints had such a long life back in those days.
