Most recent set I got this piece in: 60389: Custom Car Garage
This piece has gone vastly underutilized by LEGO. I've only seen it in those Friends cubes and one or two modulars

It was also in the moving van GWP, from what I recall.

68 uses in 4 years isn't exactly under utilized. It has been used in a variety of sets after it's use in the cubes, including 43225 60389 76255 80043 10306 and 71774.
I guess the biggest issue is that it hasn't been used in any smaller sets except the friends cubes, and the 007 Aston Martin.

It’s also a really good set if you like James Bond or just cars in general. It’s also set to retire this year.

And honestly, I don't need it. I have more brackets than I need. Unless they are in white or black. Sometimes I need more of those specific colours.
I was surprised to see I had so many of this part;, I'd forgotten that 10306 used ten of them. In fact, I'd forgotten that I had any outside of 41667, which is another set whose database entry says that its inventory is more than 100% complete. I also have the aforementioned 60389 and 76911.

You can get inventories over 100% if it contains a random item out of a selection. In the case of the cubes, they had animals that could be one of 4 colours.
This is one of the biggest POOPs I’ve ever seen.
@Miyakan: 6858 didn't have that and, as I found when it was RSotD, has an overfull inventory.
@MeisterDad: I only consider a part a POOP if it can be duplicated with other parts without Kragle-ing them together. So I would consider https://brickset.com/parts/design-49311 to be a POOP (although, as I pointed out when it was RPotD, it does let them avoid STAMPs), but not this piece.

Same design number, but different element ID would suggest a change in the material used, as that is what happens with colours. I wonder if they changed the rubber mix used between 2005 and 2010. As for why they added the new element to the inventory, I would guess so that they could be selected for replacement parts through customer service.

Usually, though, when a part update causes the new version to be subbed into an official set inventory, the old version is eliminated from the system.
