Today's random minifigure is cty0479 Police - Jail Prisoner Shirt with Prison Stripes and Torn out Sleeves, Dark Tan Legs, Black Knit Cap, a Town figure that came in one set, 60048 Police Dog Unit, released during 2014.
Our members collectively own a total of 3,760 of them. If you'd like to buy one you should find it for sale at BrickLink, where new ones sell for around $2.00.

The set he was featured only just made RSotD on 9/14.
So if he's a Jail Prisoner, have they also made a Prison Jailer minifig?
