CUZ I'M A PUNKROCKER YES I AM
Older minifigs can't get away with wearing this hairstyle. It has a plug that fits within the hollow space of a recessed stud, so it won't attach to a solid stud at all. And even then, it had fairly week clutch. But if you can find a way to work a recessed stud in at the right place, it looks pretty good in a minifig-scale coral reef.
Legendary mowhawk piece.
I liked this fig. I think it might have even been the first hohawk hair piece Lego made. But I also liked the shirt.
If I'm remembering correctly, this guy was a Master Builder in The LEGO Movie.
There is a VERY similar character in Lego Loco (who you can see at the end of the intro movie at the train station platform)
'Legoland's calling to the Underworld'

A minifig mohawk element was actually already designed way earlier (though perhaps not directly by TLG) - Lego Loco in 1998 had a male and female punk villager that could appear at random when ever you placed a house that minifigs could live in.
The very same element was reused for the rival racer character Sid Vacant (likely a play on Sid Vicious) in Lego Stunt Rally in 2000.
Said element had a more "geometric" style to it with a curved base and various cylindric protrusions forming the hair.
I wonder if anyone at TLG attempted to make a prototype of that back then...
Anyways CMF Series 4 was a really cool series. Like that guy, still have him on display with a couple other rock/punk/metal figures and the drum set from a City Advent calendar...

Oh, older minifigs can wear other mohawk styles, like the one worn by Mr. T, but they can’t wear _this_ one.

If you bought 850486, he already came with a drum set. And a lime mohawk.

Not sure it was even available here. And I think that image misleading - thought for a while he had dual-molded lime/magenta hair (which would have looked pretty cool). Probably caused by them painting the existing element or just poor photoshopping.
The element from the PC games I entioned definitely wouldn't fit the old 1975/1978-1991 heads - the 3.18 was even more prominent there than on the real one (or Aurra Sing's hair for that matter).

Torso print is beautiful, the guitar this figure came with was also nice. I didn't get this figure because it doesn't fit my towns vibe.
I do not know enough about bands and music to know if that logo on his shirt is a reference to a real band or album cover, but am slightly disappointed it doesn’t use the classic skeleton head

This is because older minifigures fell into the trap of aging out, selling out, and becoming the MAN, man. Never grow up! Never grow old! Cram plates between studs, reverse studs by pushing cheese-slopes into the underside of plates! Push SNOT-bricks into Technic-bricks! Fight the power!
This guy came from the first CMF series I managed to complete.

This post (and the Clash lyrics sprinkled throughout the comment thread) reminds me of a song lyric by the band Jethro Tull, which I'm modifying just a bit to mean you're never too old to build with LEGO:
"You're never too old to block-n-roll, if you're too young to die!"
I see I've been beaten to mentioning the Lego Loco guy! xD But that was definitely who I thought of, too, when I first saw this minifigure when I was catching up on what I'd missed during my dark age! I only vaguely remember him existing in the game's 'world' now that it's been mentioned, but what I did remember clearly was the head with their version of a mohawk piece being one of the (many many MANY!) stickers that you could place in the postcard designer at the in-game post office (you could then send them to real people if you had friends who also played the game; or, if you didn't, like me, you could send them to fictional Lego characters instead!). There were stickers of many minifigure heads, torsos and legs that could be applied and I remember using them often to design crazy mixed-up minifigures, so I saw that headpiece fairly often that way. That made it an instant "wait I recognise that guy...!" moment for me when I first saw this CMF...
As others have said, not exactly the same mohawk piece as in the game, although it is in the right colour. Still, if this guy was a deliberate reference all the way back to a PC game that was over a decade old by that point... well, in that case, I'm impressed!

Huh. No, it's probably just bad paint adhesion. The female has the S1 Skater hair in that image, but ended up with the same hairstyle as her counterpart from 8831-15, just molded in black. I'm guessing they tried painting the mohawk, but the rubber material they used is notoriously difficult to get paint to adhere to (you can peel the stripes right off of the hair used for Dr. Inferno and Dr. D. Zaster), so the lime color may have simply rubbed off with handling.
