According to Bricklink, he also came in three books: https://www.bricklink.com/catalogItemIn.asp?M=cty0137&in=B
Someone doesn't look too happy about his job! Maybe it's because he came in a magnet set instead of a regular set ??

Some idiot just tried to drive through his fresh concrete.
His reaction after another man fell into the Lego City River.

He just can't get up the enthusiasm to shout "Hey!" anymore.
He’s almost as angry as the Russian Guard.
RELEASE THE HOUNDS!

Given who he’s been trio’d up with in the set, feels like whatever he’s working on had an attack by an arsonist that firefighter had to put out and the police officer came to arrest!
Somehow I don't feel attracted to this fig.
He's probably like that because I'm getting second hand copies of 76417 and 21348 today! And people always say I have too many sets!
Though, why did so many of the Lego City minifigures have that facial expression?
This is a face that suggests "I can no longer pretend. Everything isn't awesome. Tonight, I will tell her. Tonight will be the night. This has to stop.".
I love this head print, but it was VERY widely used for at least half a decade. That was a pretty frequently used torso too.
And let's not even touch how many figs have worn a helmet just like this one! Most common LEGO head-gear ever?

They're all standing on narrow ledges, but while his buddies have nice, lightweight accessories to hold, he has to keep that jackhammer from falling, without anywhere to rest the chisel.

I'm calling motorcycle helmet. City has used it for motorcyclists, race car drivers, pilots, divers, and astronauts. Castle used it for knights. And Space probably used it for at least half of the subthemes they've ever done.

And the only thing he has to hold himself up is a magnet attached to feet!
A somewhat expected facial expression, knowing how the economy treats key workers such as this fella?

I suppose that's probably true if you think of just the headgear part and ignore the "headgear accessories" or different element variations (colour, printing)--but if, as I do, you tend to think that "white helmet with trans-medium-blue visor" is different from "white helmet with trans-dark-brown visor" etc, etc., then I wonder if this helmet in red might not stand a puncher's chance over the most frequent of those.
Of course, there's always Hair, Male, Black.
