He's a German - a generic Merman.

When all the good Merchildren go to sleep, they say that Mer-Santa fills their stockings with Mer-candy and other Mer-treats.

Looking through the other minifigs in that set, there are a lot of different categories. Castle, City, Education, Holiday, Pirates, Space, and Town.

The set this comes in also looks like it includes WALL-E's long lost 6 brick tall NBA star brother

Never seen this set before. Don't know how I missed it. It's a nice variety of figures.

Well, at least it's not the woman with the goblin hat.

I think I’ve gotten too used to scales printed on that tail piece and musculature printed on torsos, that this guy being devoid of detail just makes him look uncanny and washed out

Long before time had a name, three brothers were sons of the first Spinjitzu master. Wu was granted domain over the sky, Garmadon over the underworld, and the eldest, Poseidon, was granted domain over the sea.

Wait...

Btw, he can't do spinjitsu because of his lower body. But he can do Swimjitsu!

Education supplementary set, basically a Community Workers but for supplying less standard figure elements.

Oh, by the way, this is the second time a minifig from 45023 has been featured, but the previous one has been renumbered since the original article posted, and so its article doesn't have a picture: https://brickset.com/article/104570/random-minifig-of-the-day-ww025 It's the only case I know of where that's happened and the renumbering wasn't just because the category had so many minifigs that Bricklink extended the numbers from three digits to four. Rather, the category was changed from Wild West to Education. The minifig in question is https://brickset.com/minifigs/edu023/gold-prospector-male-dark-blue-plaid-button-shirt-reddish-brown-legs-reddish-brown-fedora-hat-red-bandana-beard
