As opposed to the Hand Shake Cops, or Polite Nod Cops.

I had the last police boat, which was enormous and awesome, but I liked this one too. It was zippy and a little bit sexy.

this set can be motorized by a propeller module not built by lego, but the instructions are so cryptic about what to buy i don’t think anyone ever has ever done it

One of my earlier Town sets, featuring Officers George and Anthony, who ended up being first cousins.

It wasn't a particularly complex set--that hull is doing a LOT of the work, but there were some cool bits included with this set, including the printed 2x2 tile, the cop-on-phone printed 2x2 slope, and the sloped mast piece atop it all.

Yeah, the instructions for 4011 said those were available, and, while I had no idea where I would have used it (or, as you said, where to get one in the first place), I wanted one.

Part of the last wave (no pun intended) of Boats as a separately branded (and numbered) theme from Town, though it clearly matches the style of the police Town sets released the same year (https://brickset.com/sets/theme-Town/subtheme-Police/year-1996). When the next wave of floating boats came out in 1999 (including 6433) they were clearly incorporated into the Town (Jr.) line.

Putting a new meaning to 'fighting against a wave of crime'

This set is nostalgic for me as it was featured in some catalogs I owned. It was so mysterious what was inside. Now I know with the power of the internet, but it and its fellow boats will always be special to me in that sense.
