Today's random figure is cty0860 Coast Guard City - Tourist, Blue Tinted Glasses, Life Jacket, Green Legs, a Town figure that came in one set, 60167 Coast Guard Headquarters, released during 2017.
Our members collectively own a total of 2,168 of them. If you'd like to buy one you should find it for sale at Brick Owl or BrickLink, where new ones sell for around $1.90.

I believe I’ve seen that head on a purist custom Cyrus Borg or two…
Glad this life-saving vest element was discontinued. The number of minifigs it nearly beheaded is... 62, apparently!

Somebody at Lego must have really been into both African neck rings and boating, and decided to combine hobbies. Or something.
The picture of the head next to him is after he put the jacket on. It beheaded him.
I have this head from a Jungle set. I didn't realise it was two sided until now. I never liked his glasses anyway.
I recall that back in the day in his review Jang insinuated that this is the same guy as tge guy from the Jungle Expedition City sets. He's gone from being stuck in a jungle surrounded by giant felines to being stuck on a sinking boat surrounded by sharks. What a character.
The head reminds me a bit about that guy from Ghostbusters who turns into a hellhound. Maybe that's next for him.
Oh wait, he appears in 70424 Ghost Train Express from Hidden Side too... stuck on a train platform terrorised by possessed people, buildings and trains...

That's his outer polite look and his inner emotions as he desperately tries to act like nothing's wrong (about his neck. And the giant cats. And the sharks. And the ghosts...).

My half-asleep brain tried very hard to turn this into "African clawed frog", but couldn't quite make the jump.
Still astonishing that this life jacket element not only made it to production, but was used for nine years. It looks SO bad.

The first version was a Type II life preserver, which, while safer, isn’t as popular as the more comfortable Type III here. I’m not at all surprised that they decided to update to Type III…but they could have done a better job with the design. In fact, they did, when they replaced this with yet another Type III. Funny thing is, Friends appears to have gotten the Type II.

The design of most of the piece is fine, it's the exposed neck stud that ruins it. They could've thinned down that section and widened the opening so it actually fits AROUND the neck (like Minecraft armour, for example), or enclosed the front to hide that the head isn't fully seated on the body (like most neck accessories, including the other two life jackets), but somehow chose neither. It just ends up looking half-baked, in a way I would not expect to see from Lego.

Absolutely. In fact, if they’d done that, I don’t know if I’d prefer the Type 2 Type III life preserver or the Type 1 Type III. As it is, it’s an easy call. I’ve got a pair of the newer ones stuffed into the gunwales of 40487.
