Today's random set is 30002 Police Boat, released in 2009. It's one of 34 City sets produced that year. It contains 30 pieces and 1 minifig, and its retail price was US$2.99.

It's owned by 2512 Brickset members. If you want to add it to your collection you might find it for sale at BrickLink or eBay.

This is actually a really nice polybag. Looks like a complete model, not just a side build like most other City polys

I'm pretty sure they've released a jet-ski that's the exact same size as this "boat".

7737 has a jet scooter with the same piece. 30015 is called jet ski, and will be in the RSOTD queue in about 72 days.

My aunt recently found this set in their house, presumably a gift I was supposed to get 10 years ago! I have it now still sealed.

For a 4 stud build the cop seems to be off a stud to the right. How is that possible?

Not to mention 60011 whose jetski looks to be the same size as well... and actually looks more substantial than this boat :-)

Good eye. I thought it was just the angle at first, but you’re right. Where he’s standing, his leg should be through the far side of the boat.

And the phrase “off a few studs” sounds like it should be a euphemism for “crazy” when talking about minifigures (or possibly LEGO collectors). This police officer certainly fits that description, both literally and figuratively. I mean, what’s up with that facial hair?

It's all the rage in high-speed pursuit boats these days. You get a side-saddle swim deck so you can leisurely dangle one of your legs in the water while racing around at speeds that are high enough to cause you to hydroplane.

Either that or it's an optical illusion where the boat looks so incredibly tiny that you think he's standing all the way at the back, when in fact he's got two studs of empty space behind him. Yeah, probably that one more than the swim deck.

2009? I received this as a GWP, but I hadn't come out my Dark Age till 2010. Perhaps extra stock.

I remember this was one some Targets had around 2010 or so. My nearest one did not. For a boat, this is a really nice build. Some agencies have smaller, trailered boats they use for smallish lakes as well as search and rescue. The county fire department owns one, but the PD does not.

I remember my mom getting me this from target sometime in 2010. It started my lego police collection and the cop was my favorite police minifigure due to his hat and sunglasses. I just rebuilt the set 10 years later

Thought it was a 6 wide at first, the figure certainly is positioned weird.

Nope, and nope. It's all your imagination. From stem to stern, the hull measures 10 studs long. The first two studs are deck, the next two studs are that weird little pedestal for the teeny tiny windshield (keeps the badge dry, I guess?). The next stud is the helm controls, and that's the first half of the "boat" accounted for. Then there's a one-stud gap so there's space for him to raise his arms. The cop is standing on the seventh stud. There are _TWO_STUDS_OF_EMPTY_SPACE_BEHIND_HIM_. Then the last stud is the transom. The 2x2 gap is what's screwing people up. They look at this and think the cop is leaning against the, um...roll cage (anyone know how that's supposed to work on a boat?), but when you're forgetting that there's a 2x2 gap behind him it makes it look like he's shifted some fractional number of studs to his right (looks like it'd be about 1-4/5 studs?). Here's a picture from a better angle that makes the gap more obvious:
