While to me, they're both technically clockwork mechanisms, this is a pull-back motor, being as the key/winding mechanism is built into the rear axle, as opposed to an external key/winder.

I have a few of these wind up and pull back motors and managed to cram one into 31089. The car was large enough to house it. I want to MOC a Technic so that I can use another but still waiting for a good idea. Tihis set is not it.

These sets look like fun. With that I mean the 2000s range of supplemental packs. You had a car chassis pack, pneumatics pack, wheels pack, paneling pack, motorizee base pack and this pullback motor pack. Sets 5218, 5219, 5220, 5221 and 5222. I believe they were direct to consumer purchases, but I didn't know about tgem at the time so they might have been sold in stores too for all I know.

At the back of the instructions you can see the combinations. There's a lot!
