Today's random minifigure is ani015 Leif, a Animal Crossing figure that came in one set, 77054 Leif's Caravan & Garden Shop, released during 2025.
Our members collectively own a total of 1,215 of them. If you'd like to buy one you should find it for sale at BrickLink, where new ones sell for around $7.90.

Leif's a fun figure. His head would be fun to see used creatively elsewhere seeing as it's just a big oval.

At least the legs, arms and hands are useful.

That is what they are also used for, yes. There's a few other such mini-hats, including a mini chef's hat (or indeed, a chef's mini-hat). They can be inserted into stamp-pieces, and from there, placed back on regular minifigure-heads - in case you need to put tiny hats on everything.
I really do think we all need to put tiny hats on everything.
I owe my island's fields of wheat to this sloth.
