Today's random minifigure is tls053 LEGO Brand Store Male, Octan - Overland Park, a LEGO Brand figure that came in one set, OverlandPark Overland Park Exclusive Minifigure Pack, released during 2012.

I think I used that head on a minifig. I made a yellow copy of one of my earliest cars, and have three LEGO sets to put in the rumble seat as it pulls out of the parking lot in front of my LEGO Store. That looks like the head I put on the wife sitting in the passenger seat.

Fun fact, there are two variants of this torso. They’re identical except on the other version, “OIL” is italicized

It was introduced in the World City line, where it felt somewhat appropriate - usually used on police men chasing criminals. There were other rather grim/grumpy looking ones in that theme too, like these:

I'm really surprised this torso saw such a long term run. The original version dates back to 1994 and belonged to a minifig called "Mandy the Mechanic".
The long life span likely explains the change mentioned by Vladtheb. I'm still not certain though when exactly it occured.
