Today's random figure is pi023 Pirate Shirt with Knife, Black Leg with Peg Leg, Black Pirate Hat with Skull, Blue Epaulettes, a Pirates figure that came in one set, 1788 Treasure Chest, released during 1995.

You forgot about the hook, tattered red shirt, black belt, stubble, moustache, eyepatch, eye, hair.
Redbeard's black coat sustained too much battle damage so he tied it to the flagpole of his makeshift raft.
I like this guy’s upbeat demeanour … sure, his shirt consists of little more than holsters and epaulets, but he will grin his way through!
With the sleeveless shirt and healthy facial hair, this pirate minifig is far sexier than he has any right to be.
He reminds me of LEGO Racers :)
Hook-hand AND a Peg-leg...don't let him near the 'Armory'...or the 'Powder Room' for that matter...:)

LORE TIME!
Despite what some sources would have you think, this is not Captain Roger Redbeard, but rather his friend and/or rival Captain Ironhook. Looking closely side-by-side, you can tell that Ironhook's beard is a dark reddish brown, compared to the bright red of the genuine Redbeard.
Like Redbeard, Ironhook is a pirate captain who seeks treasure and opposes the Imperial Guard led by Admiral Woodhouse. Where they most notably differ is in their relationship with the Islanders of Enchanted Island, as it is Ironhook and his fellow renegades who are most consistently portrayed as antagonizing the Islanders in the sets; Roger Redbeard did have a few scuffles of his own with these natives, but he also became friends with King Kahuka (AKA Chief Quextil) upon learning they had the same birthday.
This comes to a head in the original Time Cruisers comics, in which Captain Ironhook (here named Kapitän Schwarzbart... despite his beard very obviously not being black...) tricks the Islanders into working for him to steal the treasure from Roger. Max Timebuster saves the day by exposing Ironhook as a villainous liar, prompting the Islanders to turn against the captain and release Roger.

Same, I have trouble looking at any classic pirate captain and not thinking of Lego Racers. I guess his level was one of my favorites or something. I still remember the load/design screen, and our mom pleading us to mute it.

Even with the missing leg and hand, his shirt in tatters and several days of stubble, bet he thinks he looks real classy with those epaulettes

I was 10 and my brother was 9 when this set came out. We saw it at Walmart and loved how different the box was from a normal box. My mom used to buy 2 of everything because we just couldn't ever share anything, so we got 2 of them. I still have mine, complete and in good condition but I don't have the box anymore. I wish I could find another one!

So what was Max Timebuster also known as? Was he Timmy or Dr. Cyber in the markets that used those names for the characters?

Usually, post's that establish at least roughly how old someone is ("this was my first set!" and the like) have me either feeling fairly old (Your first set? I was already in my thirties when it came out!") or fairly young ("I wasn't even born/was a toddler when this set came out!"). Your post only establishes you as maybe about a decade older than me (I turned fifteen in 1995), so neither in this case.

sadly the only islander set I didn't have...
it wasn't very good although the box was shaped like a chest if I remember right.

I was 22 in 1995. Exit to my Dark Age the year prior.
I must have just missed this set. I think 1995 was the start of my exit from the hobby. I was young enough to focus on the playstation 1 and "too grown up" for LEGO anymore. My nieces/nephews were young enough to play with them so I'd build stuff for them a bit, but I left the hobby for 15 years...I missed a lot of junk and a lot of good stuff. That's how it goes.

Actually he's Captain Ironhook (who was called "Blackbeard" in the Time Cruisers comic for some reason). He might also be a somewhat retconned version of Captain Foul from the 6255 Comic.
And no, he and Redbeard/Roger don't have the same head. Redbeard's hair is (Bright) Red, whilst Ironhook's is Red Orange (Fabuland Red/Rust).
In the audio dramas (which were the only really lorebits I could find) "insel der schaurigen Masken" (Island of the Dreadful Masks) & "Piratensegel am Horizont" (Pirate Sails on the Horizon), he was described as Redbeard's Rival. Although both were clearly at odds which eachother, they did their best not showing it in public, because of some pirate's code I guess.
While he mostly tried to keep his hands (hand?) clean, his crew was notorious for engaging in slavery and shanghaiing, something Redbeard clearly stayed away from. It seems to be implied, that he wasn't seen anymore after he got locked up on the Island of Fogs by the Indigo Islanders.

Max Timebuster would later change his name to Tim Timebuster, both in-universe (during the comics' Dragon Masters/Royal Knights arc) and out-of-universe (when the comics were rebooted post-1996 to better match the Time Cruisers theme). We AFOLs know him better as "Timmy" for some reason, even though that name was never used in any official LEGO publications at the time.
(For the record, Dr. Cyber's original name was Professor Nockelberg. Unlike Max/Tim, there was no in-universe renaming in the comic, and his name was just retroactively changed during the reboot.)
Max Timebuster is also the name used by a Town minifig (PCK001) who would be chased by police across different themes in different time periods in LEGO catalogs. In some regards (such as the red hat and the glasses), Town's Max more closely resembles the comic's Max/Tim, but it seems that the comic creators wanted a kid hero instead of an adult anti-hero, leading to him being reimagined and redesigned into our (in)famous Time Cruisers boy.

It always amazed me to discover that the one model that spawned the entire series was designed by none other than Christian Faber (the Bionicle guy).
The Timecruisers Comic (mainly published thorugh the Austrian Klick! Magazine and drawn by Kim Hagen) was actually quite contradictive to the established European version of the "lore" (porbably even more so to the NA version). Cyber for example is also said to be the brother of Prof. Articus/Charles Lightning and Johnny Thunder is entirely absent. Basil and Willa (here called "Izralda" and nowhere else) are sworn enemies instead of mis-matched allies and a couple more issues.
I assume the moniker of "Timmy" was spawned as a sort of derrogative term, since most of the early AFOL internet scene (just emerging from their Dark Ages) didn't understand Time Cruisers as a whole and had a certain (still somewhat present) spite for it as a whole.
EDIT:
You forgot to mention the Audio Drama that followed the 1996 redesign, which entirely reshaped the lore (thus did not fit the comics at all) but was at least somewhat more in line with the other established canon. Also Wacco never made it in the comics, but he was a main character in the audio drama (named "Robbi Robot" in German).

Possibly. Timmy was the name of a Kenny-like character on the show Dinosaurs. There was a show-within-a-show featuring a character named Mr. Lizard (a play on Mr. Wizard, a TV scientist of the era, who did a show aimed at kids). Mr. Lizard had a series of assistants named Timmy, who always got killed by whatever experiment he was performing in that episode, resulting in Mr. Lizard's catchphrase, "We're going to need another Timmy!" Given that minifig's penchant for hanging out on active runways with a giant "T" emblazoned on his shirt, and a weirdly vacant expression, it probably felt like a natural fit at the time.
