That’s…not how the minifig appears in the main set image. Is this a case where the instructions show the helmet as the primary assembly, with the pigtails as the alternate headgear?
Pictures on the boxes (US and EU versions) show the helmet. Not quite sure where the picture with the pigtails comes from.
And to add to confusion, the parts listing on Bricklink shows the pigtail and also a blond boy wig but no helmet.

I don't have 6427894, but I have 6432434, and assuming their instructions are identical, then yep, and the picture on the front of the instructions shows the minifigure wearing the helmet. What I want to know is, why don't 6432433 and 6432434's database pages show that they have any minifigures?

BL inventories exclude any parts used to make the minifigs, unless you hit the button to part out minifigs. But to really add to the confusion, why did PABB send me a Gold Spaceman torso with one dark-bley plaid arm?
So Lego makes child soldier minifigures?
If the ride requires you to wear a helmet then I question it’s safety for small children
"How do you do, fellow kids", taken to its logical extreme.

So dark lol, I just see a kid at Legoland buying a hat at the gift shop, after going on the castle ride.
Although the foam swords seem more popular, and even more tiresome for the adults to carry when the child gets bored of it minutes later.

Mystery solved! That torso has the right arm from this torso:

I saw a guy on my last trip to Disneyland wearing a full on Mandalorian helmet on Big Thunder Mountain. I ended up sitting someways behind him, and I kept thinking “Really hope that thing is on snug.”
This might be the least aesthetically pleasing combination of parts I’ve ever seen.
