Today's random figure is ani022 Blathers, a Animal Crossing figure that came in one set, 77056 Blathers's Museum Collection, released during 2025.

Simple application of the law of supply and demand. People want to save money, so they're buying the minifig instead of the set. If there aren't many minifigs being offered loose, demand exceeds supply, and the price goes up. Since the set is still available, cost of the set gives a hard ceiling to the price of the minifig (why pay $81 for the minifig, when you can just buy the set for $80?). The practical ceiling is lower still, as any people will determine that it's worth buying the whole set if you can get the rest of it at a large enough "discount".

Probably the worst case I've seen of this was 8537. The set retailed for $15, and came with four copies of an exclusive mask. People wanted the mask bad enough, and the set was hard enough to come by early on, that people were willing to pay $15 each for the masks rather than wait for the sets to become more widely available.
