This guy's definitely got a spring in his step.
I’ve always had a fondness for this face print. Just a big ol’ lovable meathead
I'd love to see these spring legs return, they were so fun and you could actually get all kinds of different arcs depending on how far back you leaned them so you could shoot from different distances; NBA sets/minifigures would probably decently well if they brought them back and face printing has come a long way since then so no more nightmarishly bizarre heads to worry about
Looks more like nba010 to me.

Imho, the spring legs have better play value than the smart bricks.

Re: TTG! - Oh, I assumed. I'm going to go way out on a limb here and guess you're a Millennial, because in my observation, that is the _ONLY_ generation that prefers that gawdawful emo anime series to TTG!, and the main reason people hat TTG! is because it deservedly trashes the anime series. In fact, after originally giving up on that show 1.5 episodes in because of how worst-anime-tropey it was, TTG! is the only reason I was able to go back and watch the entire thing...so I could understand all the jokes the first season or two of TTG! made at the earlier show's expense.

Would it be safe to say that anything has more play value than smart bricks?

Yeah it’s a low bar to clear…

Would it be safe to say that smart bricks are actually pretty dumb?
This is a face I would expect for a boxer, or maybe a NASCAR-driver. It's a face that suggests "I have proudly accumulated so many head-injuries that my brain is now basically soup", which I wouldn't usually associate with most variations of Sportsball.

This was face actually introduced for the character "Wrench" from 2000's short-lived theme Race (AKA Create'N'Race/Stunt Rally; yeah TLG really was confused how to market this...).
Later on, this head was re-used for Stunt Rally's successor Drome Racers for the driver of the Nitro Pulverizer, so yes - the face was surely more intended for (stunt) racing type characters.
Anyways the design fit oddly well within the weird assortment of faces introduced for the 2003 NBA sets...
He could do with a shave.

I got curious about this (I didn't realise the animal-shirt racers had so many different names) and noticed that Brickset and Bricklink list the minifigures from 10330, 10353, and 11375 as part of that same "Race" subtheme of Town, which seems pretty strange to me.
The prints on the faces from this era were awful, just awful.
