Today's random set is 8203 Rover Discovery, released in 1998. It's one of 27 Technic sets produced that year. It contains 37 pieces.
It's owned by 389 Brickset members. If you want to add it to your collection you might find it for sale at BrickLink or eBay.

There have been Technic polybags :) Rare as rocking horse droppings now though!
^Our rocking horse leaves droppings, she's old and incontinent though (and I'm pretty sure the droppings consist of stuffing and fabric). On another note altogether, is this the cheapest Technic set ever?
I was expecting negative comments. Looks like a simple MOC from a kid.
^ kinda with you, as a Technic set, I expect it to -do- something. I assumed there was a spring or bungee or something so you could maybe wind it up and let it go. Even the simplest of Technic sets still tended to have steering, and maybe another feature like rear suspension or a one-cylinder engine.
It sounds like the title of a Life on Mars set!
It's funny how the instruction and box photo shows it assemled incorrectly: the black technic connectors at the back of the cockpit have to be turned around, otherwise you can't open it! The actual instructions show it correctly nevertheless.
1998 was indeed the first year they released Technic sets at such a small size, the first run was occasionally branded as 'Micro Technic'.
It may be tiny, but it still has a total of 3 stickers in/on it!
Umm, what is it? The name implies some Mars rover to me but the set looks like some kind of unfinished buggy - drill hybrid disaster?
