For the most part, if you find a fresh box, each row (should) contain a full set of 20. I lucked out and found a box at Target this last Monday, and it was true for me, for all 3 rows.
It was the least amount of crinkling I've ever done with CMFs!
(Of course I've heard in some of the reviews that it's not ALWAYS the case, but it's a good start!)

@David1985, you mean you'll buy a Chinese counterfeit set?
@26rroylego, believe it or not you can't really get just a regular Unikitty on her own, and not with the "generic" face either. As such, that's probably why they included her, so you could get just a regular Unikitty without a set. That regular face hasn't really been available since the first Lego Movie; I think all of the other releases have had a unique print.
Dislike the new packaging + why on earth there stick a transparency tape on the folded manual paper ??? Benny are so adorable : ) Giraffy all long gone this round : (

I’ll be waltzing over to my local independent toy shop to find a set as soon as possible. At least everyone wins this time, well, except the scalpers of rare figs.
My local Lego Store had around 400 CMFs and all the Dorothy's had gone by 14:00! The hunt continues...
Just got some at walmart but they were in a much larger display so still had to feel them up.
New packets are cheap and I don’t like them. And agreed, why on earth tape up the leaflet? Which, is also thinner and cheaper. Really poor
@Samdefisher - if it delays a price hike I don’t care - its the minifig I care about, the rest goes in the bin
@allthenamesaretaken - same at my Walmart today - larger box, no idea where things were. But I found everything I wanted!
I'm actually glad there's tape on the paper. Without tape, sometimes small parts would slide between the folds, and then you couldn't feel them. And... Sorry, but who cares about the quality of the packet?? You're just going to cut it open.
@Samdefisher, that's hardly anything to get worked about. Nobody buys these for the packaging or the inserts. As long as the minifigures and accessories themselves aren't damaged, I really don't care what the packaging is like.
Got my full set off ebay last week for £67.50 one thing I noticed is the extra pieces, my tin man had three collars and two hearts. I also got double microphones. The packets are bigger and some figures came in additional clear bags which I thought was strange.
Managed to get 19 from a 20 pick last night and also had loads of extra pieces. The extra packing is disappointing what with the current attention on single use plastic and societies need to reduce waste. Whats was the point of promoting the Plants from Plants sets as reducing the reliance on oil based plastic when you then go and give your customer another unneeded plastic bag to dispose of?
I actually really liked the packets for this set. They were super easy to open without using scissors (a mishap with a cape once upon a time has left me with a persistent sense of dread every time I cut a packet open). I hope this is the new standard going forward.
Picked up the ones I wanted today. Wasn't hard to feel for them (except that I didn't realize that the guitar one had a tail so I kept finding tails, assuming it was the lion and ignoring them)
My favorite of the series has to be Gone Golfin President Business, that getup wouldn't look out of place in quite a few settings (possibly combined with the hat from the Bagpiper CMF) and the golf club is a much-wanted addition to the LEGO lineup (the only other option has been the BrickForge club which is more of an iron vs this one which is more of a driver or wood style club)
Are the placements of the figure in each of the 3 rows the same in every box or randomised? Wanted to get my kids favourite figures, and they will want one each so would ideally not have to feel my way through randomly in each row!
