Today's random set is 4912 Police Jet Ski, released in 2005. It's one of 46 City sets produced that year. It contains 22 pieces and 1 minifig.
It's owned by 425 Brickset members. If you want to add it to your collection you might find it for sale at BrickLink or eBay.

Heh. One of the few police polybags I don't have. Off to Bricklink then.
Why did they blunten / stop rounding off the tops of the aerial piece? They used to be so much better rounded.
simple but very effective!
@namekuji: I prefer the old rounded antennas for looks as well, but I guess it is easier to build with the new flat piece as this fits into an open top or hollow stud. The old version doesn't.
A normal set? Huwbot is 100% broken
