Honestly torn on pieces like these; on one hand they work for their purposes and look sleek on sets designed with them in mind, but in terms of MOCing they provide less opportunities than a 4210638 would. The functional difference is that this one has pin holes on the ends instead of axle holes, but that's usually pretty straightforward to work around.
Keeping Up Appearances would probably call this a Bouquet Arm.
No idea what set I got it from, but I built a weird crane arm out of things way back in the day that I'd constantly fiddle with

Another part that is categorised into Technic but hardly used in any of the Technic sets: 3 occurences if the former variant is counted, too.
I love this part. Always makes me feel that something special is going to happen (I'm not a Technic guy).
