Curious why they only sell them in bundles of two boxes of 36 minis - if they sold them as single boxes of 36, I'd probably buy one so that I can get my kid the ones she wants without having to randomly buy blind boxes at the store.

Me too. I do not know why I have to buy two boxes of 36 minifigures. Perhaps, I would buy one box of 36 to get 3 complete series!

As someone who has placed a couple orders with Minifigure Maddness recently, it appears that this is how they get the minifigures directly from LEGO. They are packaged two display boxes together, and I would imagine that's how LEGO ships them to all retailers. Minifigure Maddness just reships them to their own customers, packaged exactly the same way LEGO originally sent them. I think it would be more of a hassle for them to open them and repackage them, so they just keep them as is and sell two boxes at a time. I've been using it as an opportunity to grab the full series, plus any extras I want, and resell the rest on Bricklink. With their prices, even with the added shipping cost to the U.S., it averages out to less than what individual minifigs would cost if I bought them in a store here. And I can make a little profit by selling my unwanted figs on Bricklink, even if I list them for 5 bucks apiece.
