There's no way he's not from Ireland or Scotland.
Second time we've had a cop with that head: https://brickset.com/article/110357/random-minifig-of-the-day-cty0128
It looks like a really bad fake mustache.
You call him Vernon Dursley, I call him Leland Stottlemeyer.

So…American then?
Ah yes, the invisible nose guy
That’s a face of a man tired of these loose cannons when he’s two days away from retirement, and probably about five other cliches
Between this guy's glorious soup-strainer and 21376, it seems TLG has a real problem distinguishing brown and orange. So what colour is the 'stache really?
White and gold, obviously.

That's racist. ;-)
Also, he's Eternian. That's Man-At-Arms.
This minifig appears in 8401 City Minifigure Collection too, but with a white cap.
So this is like a Malibu Stacy with new hat! But instead of Malibu Stacy it's a police chief who looks like Richard Griffiths (the actor who portrayed Vernon Dursley, who this head was created for).
With new hat!

"Oh Danny boy, the pipes are calling..."
I thought this guy was a train conductor until I read the description.
I'm getting old because I still remember when cops didn't have that paramilitary look and used to wear formal uniforms like that.
