I think they mean 2 boxes of 36 sachets each. You will get duplicates, but it will complete the collection.
I thought I had seen them all - I've never seen the green face man with black glasses.
So 6 full sets... Handy for resellers I guess.
About time Lego stopped piddling about and just sold full sets of 12 or dropped blind bags.

Should be even, 3 of each in a full box of 36.
So I don't know if it's thanks to @huw, somebody at Minifigure Maddness reading the comments of previous promotional messages or just coincidence but I'm happy to see it being made clear what purchasing means for people in the UK. I appreciate it's collectively our fault for the crap that is Brexit but still, any sizeable purchase could have meant surprise costs which made me nervous. Thank you Minifigure Maddness.
The clarification means all I have to concern myself with is it a sensible purchase to make and then having impulse ignore those concerns ??
