#832: split set tags into "major" and "minor"

I propose dividing set tags into 2 types based on how much of the set they apply to. At the moment, the CASTLE tag shows any set that features any reference to a castle, regardless of how small it is compared to the rest of the set. There is no easy way to show all sets that are castles, rather than just including a castle. In my suggestion, major tags would describe all or most of the set. They would describe what the set is, rather than what it includes. Tags that apply to the set as a product, rather than describing the model (e.g. 5TH WAVE, or D2C) would also be major. Tags that apply to side builds, minifigures, example builds from the classic theme, or a small part of the main build would all be minor (unless the set is a minifigure, such as CMF).
When browsing sets, you would then be able to filter for major tags and/ or minor tags.
Here are some examples of what the major tags would be for some sets that have lots of tags:
10326 Natural History Museum: 18 plus, city, d2c, modular building, museum, neoclassical, science
80036 The City of Lanterns: 5th wave, asia, china, city, lego 90th anniversary, megapolis, mini modular, monkie kid modular system
11021 90 Years of Play: anniversary set, lego 90th anniversary, lego history
All other tags currently on these sets would be minor. These are the kinds of sets this system is aimed at, since they include so many tags for all the small references in them. This means they show up a lot when browsing by tag or making queries, including when they aren't really what I want to see.
I understant that implementing this would be a major task, but if enough people want this, I hope you consider it for next time you feel ready to add a big feature to the site.
